Dear Leaseholders,

As you will be aware, Prospect Fire have been appointed to carry out the fire safety works at the block.

However, there are several doors that were not inspected during the initial survey. Andy Ostrowski would like to arrange for these to be inspected, measured, and assessed at the earliest opportunity in order to progress the works efficiently.

It is therefore proposed that attendance is arranged for this Monday 22nd June, to carry out inspections and measurements of the following flats:

9, 22, 23, 25 & 28

If you are able to accommodate access and your flat is listed above, please coordinate directly with Andy Ostrowski at andy@prospectfire.co.uk and confirm your availability.

Please be advised that failure to arrange and provide access for the inspection of your door on Monday 22 June, may result in a re-visit charge being applied to your property.

6-Monthly Window Cleaning Notice

Please be advised that the 6-monthly cleaning of windows and white window frames, including bay windows and surrounding areas, will take place over an 8-day period commencing Monday 8th and is scheduled to be completed by the 16th.

Please note that a cherry picker will be in operation throughout this period. Residents and visitors are asked to take extra care when moving around the site.

Following consultation with Charles Mallard, the below update has been issued for your awareness regarding upcoming works at the block.

Flat 14, Lakeside, Watermead - Scaffolding being erected on Thursday 21st May.

 This quotation covers the supply and installation of scaffolding to safely access a restricted area on Flat 14’s roof. The works include removing the slipped slate, fitting a new replacement slate, and repositioning the slate that has fallen onto the neighbouring roof.

Flat 30, Lakeside Watermead – Scaffolding being erected on Thursday 21st May.

 We will install scaffolding on the first‑floor balcony to safely access the roof area above Flat 30 and the single dormer. Once in place, we’ll fit pigeon spikes along both sides of the hip and across the dormer ridge to help prevent birds from landing and causing further mess or damage. Install pigeon spikes fitted along the guttering

Flat 4/5 Lakeside, Watermead – Scaffolding being erected on Tuesday 26th May.

 To install pigeon deterrent spikes to multiple areas of the main roof above Flats 4–5, including two sides of the flat roof, both sides of the hip, and the ridge and lead bay areas of both balconies. Scaffolding will be required outside the pub to allow safe access to the roof. To install spikes along the gutter line.

Fire Protection Works 

Dear Leaseholders,

As you may be aware, Prospect Fire have been appointed to carry out the fire safety works at the block. The intended start date is w/c 18 May 2026.

However, there are several doors that were not inspected during the initial survey. Andy Ostrowski would like to arrange for these to be inspected, measured, and assessed at the earliest opportunity in order to progress the works efficiently.

It is therefore proposed that attendance is arranged for this Friday 15th during the morning to carry out inspections and measurements of the following flats:

Flats 7 & 9
Flats 24, 25 & 28
Flats 18 & 19

If this date is not convenient, the contractor will carry out the inspections during the course of the works programme at a later stage.

If you are able to accommodate access and your flat is listed above, please coordinate directly with Andy Ostrowski at andy@prospectfire.co.uk and confirm your availability.

A full programme and time line of works will be issued in due course upon receipt of confirmation from the contractor.

Please also kindly ensure that contractors are afforded appropriate access and working space during the works. Should you have any concerns during the programme, please do not hesitate to contact me and I will liaise directly with the contractor on your behalf.

Upon completion of the works, a chartered surveyor will attend the block to carry out final inspection and sign-off, including identification of any snags for rectification by Prospect Fire.

Balcony Fire Safety

 This bulletin is a reminder about the fire risks associated with balconies with timber features and the activities that may increase the risk of fire.  This follows a fire in Barking, which spread rapidly across the building façade and is pictured below.

The government and most individual local authorities have published specific advice regarding fire risks associated with these types of balconies and the steps residents can take to minimise fire risks. 

Barbecues should never be used on balconies as fire can take hold and spread rapidly – as above.  Where the use of barbeques is identified this could be classed as a breach of lease and lead to formal action. 

Additional advice is that residents should avoid storing combustible materials; such as cardboard boxes, paperwork, soft furnishings etc. on balconies as these can all help fire to spread rapidly.  Smoking should also be avoided on balconies.

If you are unclear about what is required in terms of these simple steps please check with your property manager.

Dear Residents, 

We are writing to inform you of planned external cleaning works that will be carried out at the property, commencing Monday 8th June. Our appointed contractor will be on site for most of that week to complete the works.

In order to safely access all required areas, a cherry picker will be in use, from Wednesday 10th June, to allow access to the central areas of the building.

Balcony Access

To complete these works, the contractor will need to access balconies. Residents are expected to allow access where required. Please note that access must not be obstructed or hindered, as this may delay the works and incur additional costs.

While the contractor will take care to minimise any splashing during the render and fascia cleaning, some marks may be unavoidable.

Follow-up Window Cleaning

Following the external clean, window and frame cleaning will also be carried out to ensure a clean and tidy finish to the building.

We appreciate your cooperation and understanding while these essential maintenance works are undertaken.

Additional Planned Works for the Property.

Please note that additional maintenance works are also planned for the property to pressure wash the external spiral staircase and walkway. This work is scheduled to take place on Monday 13th April.

This work will involve the use of significantly more water than the soffit and fascia cleaning. As a result, businesses and tenants located beneath the staircase and walkway are advised to move or protect any items they do not wish to get wet in advance of the works.

Your cooperation in preparing the area will help us to carry out the works efficiently and avoid any potential issues.

Dear Leaseholders,

 Re: Section 20 Consultation – Notice of Revision to Proposed Works

We write further to the ongoing consultation under Section 20 of the Landlord and Tenant Act 1985 in respect of the proposed major works.

Following representations received from leaseholders and the WDLA, the freeholder has reviewed the position regarding the previously notified proposed works.

CPM has now been formally instructed by the freeholder not to proceed with the appointment of Gemini Construction. The freeholder has instead directed that the relevant works be combined and reissued under a revised Appendix 5.

This will set out the updated scope of works and the combined associated costs relating to flat entrance doors, communal fire doors, and compartmentation works.

The revised Appendix 5 and accompanying consultation documentation will be issued to all leaseholders in due course in accordance with the statutory consultation requirements.

This notice is provided to formally advise you of the change in position. Should you have any questions in the meantime, please do not hesitate to contact us in writing.

Please remember to

  • Check your Christmas tree lights carry the British Safety Standard sign.
  • Never place candles near your Christmas tree or materials that can catch light easily.
  • Test your smoke alarms at least monthly and only remove batteries when replacing them.
  • Most fires start in the kitchen. Avoid leaving a cooker unattended.
  • Avoid cooking when under the influence of alcohol.
  • Make sure your family and visitors know how to escape in an emergency.
  • Make sure cigarettes are put out properly.
  • Decorations can burn easily – so don’t attach them to lights or heaters.
  • Keep candles, lighters and matches out of children’s reach. Never leave burning candles unattended.
  • Never overload electrical sockets. Always switch Christmas lights off and unplug them before you go to bed.
  • Store fireworks safely. Never go back to a lit firework and keep a bucket of water nearby.
  • Take care around open fireplaces as clothes may catch fire.
  • Take time to check on older relatives and neighbours this Christmas as they are at greater risk from fire.

Fire Safety Works – Update to Leaseholders

Dear Leaseholders,

As you are aware, a recent Fire Risk Assessment was carried out at the block.

The surveyor identified significant issues with the compartmentation of the block, including defects within the service cupboards and both communal and flat entrance fire doors. These issues are required to be rectified and the works are scheduled to take place in Q1 next year, following the conclusion of the consultation period.

For your reference, I have attached extracts from the survey report. I have also engaged your appointed Chartered Surveyor to assist with the process.

You will recently have received the Notice of Intention for the fire-stopping/compartmentation works, and you will shortly receive the notice relating to the fire door works. Both sets of works are currently out to tender, and the Statement of Estimated Costs will be issued to you in January.

Dear Resident,

Following a fire safety review, we have been advised by the attending Fire Officer that we must keep up-to-date Personal Emergency Evacuation Plans (PEEPs) for any residents who may need assistance evacuating the building in an emergency.

To comply with this guidance and prioritise your safety, we are now gathering PEEPs for residents who may have mobility difficulties, sensory impairments, or other conditions that could affect their ability to leave the building safely without help. These plans will be securely stored in the building’s Fire Safety Box so they can be accessed quickly by emergency services if needed.

If you believe you may need help in the event of an evacuation, please complete the enclosed PEEP form and return it to us at your earliest convenience. All information will be treated as confidential and used only to assist emergency personnel in ensuring your safety.

Dear Residents,

This is a reminder that your flat entrance door is a fire door, designed to protect you, your neighbours, and the building in the event of a fire. These doors are normally demised to the flat, which means it is the responsibility of the leaseholder to ensure they are inspected regularly and maintained in good working order.

A correctly maintained fire door can save lives by holding back smoke and flames, allowing vital time for safe evacuation and for the Fire and Rescue Service to respond.

Inspection Checklist:

  • Door Closer – The self-closing device must shut the door fully without sticking or requiring additional force.
  • Door Gaps – The gap between the door and frame should be consistent and less than 4mm (approximately the width of a £1 coin).
  • Seals – Intumescent strips and smoke seals should be continuous, undamaged, and in good condition.
  • Hinges & Locks – All hinges must be secure with no missing screws; locks and latches should operate smoothly.
  • Letterbox – If fitted, it should be fire-rated with a spring-loaded cover.
  • Glazing – Any glass panels should be fire-resistant and free from cracks or damage.
  • Overall Condition – The door and frame should be free from damage, warping, or any unauthorised alterations.

Please ensure these checks are carried out regularly, either by yourself or by a competent person appointed on your behalf. Any defects or concerns identified must be rectified promptly to remain compliant with fire safety requirements and to ensure the safety of all residents.

Dear Residents,

Following a recent Fire Risk Assessment (FRA) carried out at the block, we have been advised to reinforce fire safety measures regarding the use of balconies.

With immediate effect, the use of barbecues (including disposable or gas-powered units) and any flammable leisure activities on balconies is strictly prohibited. This includes, but is not limited to:

  • Barbecues of any type
  • Fire pits or similar open-flame devices
  • Candles or oil burners
  • Any other equipment or activity involving naked flames or combustible materials

This action is in line with fire safety regulations and is necessary to mitigate the risk of fire spreading between properties and throughout the building.

Please ensure that all residents within your household, including guests, are aware of this restriction. Your cooperation is vital in helping us maintain a safe environment for all occupants.

Development Update

Dear Leaseholders,

Please find attached the most recent Fire Risk Assessment carried out at the block.

As you will note, the fire officer has advised that no combustible items are to be stored in any of the communal areas under any circumstances. This includes, but is not limited to, items such as picture frames, tables, plants (including artificial plants), and decorative lighting features.

If you currently have any personal belongings stored in the communal areas, please ensure they are removed without delay. Items must be kept within the confines of your individual flat.

To comply with the recommendations of the fire officer and in line with health and safety obligations, we will be instructing ACCFM to attend the block on or around 4th August 2025 to remove all items found in the communal areas that do not form part of the landlord’s fixtures and fittings. This includes those items shown in the images provided.

Please be reminded that, under the terms of your lease, you have a right of access through the communal areas to reach your individual property. However, this does not extend to the use of communal spaces for storage or decoration.

The fire officer has clearly stated a zero-tolerance policy regarding any obstructions or fire hazards within the communal areas, and as managing agents, we have no option but to enforce this in full.

The electricity supplier has informed us that the meter at the block will need to be exchanged on 14/04/2025 anytime between 12:00 to 14:00

water ingress issues  

There are  continuing issues  with water ingress suffered between flats-  often this is caused by lack of maintenance to shower and bath areas where sealant often needs replacing.  It is also important to ensure that you- or your tenant is fully aware  of the location of the stop tap for the property to enable the water to be turned off in an emergency.

Water ingress in flats is one of the biggest costs suffered in service charges  to resolve and results in many insurance claims being raised - which in turn affects  an increase in premiums.

Battery operated E-bikes and scooters

  • Avoid storing or charging e-bikes and e-scooters on escape routes or in communal areas of a multi occupied building. If there’s a fire, it can affect people’s ability to escape.
  • Responsible Persons should consider the risks posed by e-bikes and e-scooters where they are charged or left in common areas such as means of escape, bike stores and mobility scooter charging rooms. They may wish to offer advice to residents on the safe use, storage and charging of these products.
  • Store e-bikes and e-scooters and their batteries in a cool place. Avoid storing them in excessively hot or cold areas.
  • Follow manufacturer’s instructions for the storage and maintenance of lithium -ion batteries if they are not going to be used for extended periods of time.

please see below questions raised by leaseholders  that we are now  receiving duplicate emails on.

Dear Jean

We are writing to you for updates on information that was given by you at your meeting 1st August.

In the meeting it was agreed by Richard Bond that a roof replacement was not needed but he was going to issue a report on works to be done. Has this now been completed?

 

I returned from 2 weeks leave yesterday and have forwarded the survey to Charles.

 

You will appreciate that the specific leaks have been reported to Compton since 2022 and a scope of works was provided in Jan 2023 and follow up July 2023.

As Richard said there would be specific repairs needed and he would need time to visit and assess the site. Has this works been completed?

 

will now await direction from charles

 

You promised several things:

1/ To have Charles recommendation of painting of the rails done immediately which he sent by email following the meeting. This was from an earlier assessment of works and is now approximately 5 years since the problem was identified.

 

This was not recommended and Charles has provided a scope for works to pass to contractors to tender.

 

2/ To arrange for the leaks to be dealt with arranging for a yearly maintenance contract to keep the roof up to standard.

3/ Due to the lack of maintenance of the gutters in heavy storms there are overflowing and pouring on to the balconies. You know that the balconies have flooded in the past.

Why does it appear that nothing is being done?

We understand that Charles has completed everything you have asked of him has been dealt with.

We are now approaching the winter and it will be soon too late to deal with these issues.

If you feel that you do not have the time to arrange for work to be done, can we please have your permission to proceed with this work as time is of the essence?

Compton are responsible for managing this estate but at the moment nothing appears to being done.

We, as leaseholders, are extremely concerned that the lack of maintenance is causing the elements of the buildings to disintegrate.

We are aware that your surveyor was due to do a report, that was almost two months ago Why can’t you hand everything over to Charles to arrange for the work that had been planned to be done.

We need for you to come back to us with details of what Compton intend to do.

Statement from Tapestart Limited

 

The freeholder and Compton Property Management Limited have received various letters from leaseholders and from the Watermead Lakeside Residents Association (“WLRA”).

This is the freeholder’s response.

Tapestart Limited is the freeholder of Lakeside.

“Compton Group” is a trading name for various companies, including Tapestart Limited, that use that name.

Compton Group Limited (the company) has no connection with Lakeside.

Benjamin Hammond is a solicitor employed by Tapestart Limited. Leaseholders at Lakeside can address any enquiries for the freeholder to Mr. Hammond: bhammond@compton.group.

Formal recognition of WLRA

WLRA has applied to Tapestart Limited for recognition of WLRA as a Recognised Tenants’ Association, under s29 LTA 1985.

 

Mr. Hammond wrote to Mr. Irwin, who states that he is the Secretary of WLRA on 31 July 2023 to request:

 

  • details of the composition of the membership of WLRA;
  • WLRA’s rules regarding membership, including whether tenants who are not qualifying tenants are entitled to become members;
  • WLRA’s rules regarding decision making;
  • WLRA’s rules regarding voting;
  • the extent to which any fees or charges payable in connection with membership of WLRA apply equally to all members;
  •         whether WLRA has a chairperson and treasurer and details of Mr Irwin’s appointment as secretary of WLRA;
  •         whether WLRA’s constitution may be amended by resolution of the members and the rules regarding amendment; and
  •         whether WLRA’s constitution, accounts and list of members will be available for public inspection.

These are some of the matters to which the First-tier Tribunal (Property Chamber) would have regard when deciding whether or not an association should be given recognition. Mr. Hammond suggested that Mr. Irwin should let him have the minutes of the opening meeting of WLRA and a copy of its constitution as that might answer most of the points above.

To date, Mr. Hammond has received no substantive response from Mr. Irwin. Tapestart Limited cannot therefore further consider the application for recognition of WLRA.

Tapestart Limited has not refused recognition. WLRA have yet to demonstrate that they are a properly constituted association. When they do, Tapestart Limited can properly consider the application for recognition. If WLRA disagrees with this, then Tapestart Limited suggests that it applies to the First-tier Tribunal (Property Chamber) for recognition (s29(1)(b)(i) LTA 1985).

Mr. Mallard

Compton Property Management Limited (Tapestart’s agent) has instructed Mr. Mallard to advise it in relation to repairs required to the building.

Right to Manage

If a majority of qualifying leaseholders believe that they have a right to manage and they wish to exercise it, then they should sent Tapestart Limited a claim notice, and Tapestart Limited will consider its response to that notice, when received.

Tapestart Limited has not carried out a measured survey of the building but it would do so – at the cost of the right to manage company – if it receives a claim notice.

 

Section 20 for Roof works

The section 20 that has been issued has been issued correctly. It will remain in place until we receive the roof survey and direction from surveyors.

please ensure that all the checks in these documents are carried out by you/ agent or tenant on a regular basis.

If your building is over 11 meters (approximately 5 storey)  we will appoint a contractor to carry out annual fire safety checks of every flat door in the property .

Stopcocks

 

We have received a report from a resident that her stopcock was turned off by an unknown person(s). As such an emergency plumber was called, obviously at a cost.

Please can we request that nobody turn off any stopcock without being completely sure that it belongs to your property.

Major Work Update

RE: Update on Replacement of Flat Roof (x2) & Associated Works

Please be advised that following an initial pre-works meeting, we now have an anticipated start date for the major works to begin.

Weather dependant, the initial site setup and installation of scaffolding, will begin Monday 17th February 2020. The work is expecting to take approximately 6 weeks to complete, meaning a targeted completion date of 27th March 2020. However again this is weather dependant.

Contractors working hours will be Monday – Friday, 8am – 4pm, Saturday working has also been requested 9am-3pm (if required) Sunday working may also be possibly should the work be delayed by adverse weather conditions.

As there shall be access equipment, welfare facilities and multiples skips in situ around the development, we would appreciate your extra care and attention.

Update from Aylesbury Vale District Council - Easter Waste Collection - 11/04/2019

Please be advised that due to the forthcoming Easter Holidays your refuse and recycling collections will be affected from week commencing Monday 22 April. For those customers expecting a collection during this week, collections will be delayed by one day with Monday’s collections being completed on Tuesday, Tuesday’s on Wednesday etc.
