We are able to undertake or arrange works only if we are in funds. Lessees sometimes think that it’s our duty to act first and then seek reimbursement. However, the codes which apply to the administration of service charge accounts do not allow us to operate a deficit (or for one block to subsidise another). Service charge accounts are, after all, trust accounts which we manage on behalf of lessees.
